Aren't both abilities  (Countercut/Illusions) vs everything in a whole phase?  Both abilities say they affect all attacks in one attack phase (Illusion in general, Countercut only (M) or (P))

Yeah, admittedly the text for fixed reduction stuff might be pretty poorly worded, since you're far from the first to be tripped up on that. You don't apply Barriers/Illusions/Thrusters/etc separately to each attack in an attack phase, it only applies once across the whole attack. For example if you've got a 2000 reduction barrier and you take a 1500x2 it negates the first hit and the first 500 of the second but the remaining 1000 of the second passes through unhindered.
